MAYOR’S MESSAGE:
It’s almost time for Sea Isle City’s largest winter event, the 18
th Annual Polar Bear Plunge. I am
excited to report that this year’s Plunge Weekend promises to be our biggest and most successful
to date, thanks to an army of local volunteers who have done an outstanding job scheduling a
variety of great activities. What a great festival it is going to be!
Our 2012 plunge activities, which take place over President’s Day Weekend, will begin on
Friday evening, February 17, with the Annual Polar Bear Prince, Princess, King and Queen
Contests. This year, all four members of the 2012 Polar Bear Royal Family will each receive an
iPad Notebook and other great gifts (courtesy of the Sea Isle City Chamber of Commerce &
Revitalization). Plus, the 2012 King and Queen will also each receive two round-trip tickets
onboard Spirit Airline (courtesy of Longport Media & Kool 98.3 FM, who will be performing
live radio broadcasts during Plunge Weekend). Obviously, if you ever considered entering the
Polar Bear Prince, Princess, King and Queen contests, this is a great year to do so!
Many additional activities are planned for Saturday, February 18, including a Polar Bear
Vendor’s Market, a hilarious Costume Contest, live entertainment, and the plunge itself at 2:00
p.m. To make traveling easier on Saturday, the Sea Isle City Chamber of Commerce &
Revitalization has scheduled a fleet of jitneys from Atlantic City to carry plungers and spectators
around town for only $2 per ride. So, leave your car at home, enjoy the jitneys and don’t miss a
moment of the fun on Saturday.
On Sunday, Polar Bear Plunge Weekend will continue with more enjoyable activities, including
the annual Polar Bear 5K Run & 1.5-Mile Walk for Autism. I would like to thank the Monichetti
family and everyone at Mike’s Seafood and LaCosta Lounge for sponsoring this event. My hope
is that everyone who reads this newsletter will contribute to the Autism Run & Walk in one way
or another, because it truly is an important cause.
Throughout Polar Bear Plunge Weekend, the vast majority of Sea Isle’s eateries and retailers will
be open for business – so be sure to make a dinner reservation at your favorite restaurant and do
some shopping. Plus, you can stop-by the Beach Tag Office on JFK Boulevard to purchase a
commemorative Polar Bear Beach Tag, which will serve as a seasonal beach pass during the
coming summer.
In closing, I would like to remind everyone who plans to attend this year’s plunge to think
“Safety First.” We expect thousands of participants to take the plunge as tens-of-thousands of
spectators look on, and whenever you have large crowds of people gathered together it’s always
important to apply a healthy dose of common sense. During the plunge, Sea Isle City’s firerescue
boat will be in the ocean along with a small armada of other rescue vessels, plus the Sea
Isle City Beach Patrol will be constantly scanning the water as well. The Sea Isle City Police
Department will also be on hand to direct crowds and uphold our public safety standards.
However, even though we expect it to be an “uneventful” event, it’s always a good idea to play it
safe.

CITY COUNCIL MESSAGE:
As discussed in the last E-Newsletter, Council will be reviewing a revision to Sea Isle’s Alcohol
Ordinance, which regulates the outdoor sale of alcohol at licensed businesses. Also included in
this ordinance will be an increase in fines for violations.
City Council will hold a Public Hearing on Sea Isle’s 2012 Budget during our February 28
Council Meeting, which begins at 10:00 a.m. All are encouraged to attend and comment on the
budget.
As a reminder, Polar Bear Plunge Weekend will be capped-off with a performance by the
Strathmere Ensemble on Sunday February 19 at 4:00 p.m. inside the United Methodist Church,
Park Road and JFK Boulevard.

PROJECT UPDATES:
Note: As we head toward the summer, the push is on to complete projects in advance of our
busy tourist season. Our objective continues to be to maintain and improve Sea Isle’s public
assets and infrastructure in order to provide our residents and visitors with the best quality of
life, and fulfill the City’s vision of Sea Isle as a premier destination resort, while maintaining
a small-town community atmosphere
.
North End and Downtown Beach Replenishment Program –
The project includes the
placement of sand at several areas of the beach on the entire island, including portions of
Strathmere and Sea Isle City. Sea Isle’s project area is from 1
st to 15th and 30th to 52nd Streets.
Today, the City met with representatives of the State of New Jersey’s Department of
Environmental Protection (the State is the contracting agency) and representatives of the
contractor, Weeks Marine. The following is the most up to date information on the project status
as reported at that meeting:
The Weeks Marine dredge “E.W. Ellefsen” continues to pump sand from Corson’s Inlet. The
sand replenishment of Sea Isle’s north end (1
st to 15th Street) was completed earlier this week.
The submerged pipeline from the dredge has been landed on the beach at 29
th Street, and the
contractor was working today to extend the pipeline to 40
th Street, where beach-fill operations
will start today to complete the 40
th to 52nd Street section of beach prior to the Polar Bear Plunge
on February 18. In any event, the contractor has agreed to clear the beach of any pipe and
provide for access to the beach for the plunge. After completion of 40
th to 52nd Street, the beachfill
operation will be completed from 30
th to 40th Street. Following beach-fill, sand dune fencing
and dune grass will be installed for the length of the project.
The beach-fill operation runs 24/7, and does not stop for any holiday.

Phase 2 of Excursion Park, Beach to Bay Corridor –
This project involves streetscape
improvements to the public corridor along JFK Boulevard (from the Promenade to Landis
Avenue) and widening of the sidewalks along each side of this corridor by 3-feet. The
contractor, Fred M. Schiavone Construction, has completed base street paving on the north side
of JFK Boulevard and is in the process of reconstructing the south side of the boulevard. The
contractor has completed most of the landscape planter walls and is in the process of installing
landscaping materials. Sidewalk pavers have been substantially completed on the north side of
the boulevard. The majority of the concrete has been completed on the south side of the
boulevard, and paver installation is proceeding on the south side. Weather permitting, the
contractor hopes to install the base course of street pavement on the south side of the boulevard
during the week of February 13. The project remains on schedule to be completed by this
coming May.

Construction of Welcome Center Addition to the Community Lodge and Renovations of
the Existing Lodge Facility and Site –
The contractor, R. Wilkinson and Sons, has commenced
with preparation of the site for the Welcome Center addition as well as renovations to the
existing Community Lodge. The City has successfully relocated the Lodge activities to the old
Library Building; and the renovation work will be complete in order to allow re-entry into the
Lodge at the end of March. The Welcome Center addition is scheduled for completion by mid-
June. The project will provide for improved heating, ventilating and air conditioning in the
existing lodge; improved restroom facilities that comply with handicapped accessibility
requirements; improved access to the lodge that also complies with handicapped accessibility
requirements; and a complete addition of a Welcome Center. The project is the culmination of
several years of public discussion about the need for a Welcome Center, as well as the need for
continued utilization of the current lodge facility.

Improvements to T. I. Park
– The contractor, Axios, Inc., has proceeded with demolition of the
existing ramps and construction of concrete sidewalk and parking areas. The project involves
replacement of all the ramp and pavilion decking with
Timbertech (plastic material similar to that
used at the Marina); replacement of the wood railing with aluminum; addition of a handicapped
ramp at the southern end of the park; and other various improvements to the facility to ensure
compliance with the Americans with Disabilities Act. Given the magnitude of the work and the
removal of existing ramps and accesses, in order to ensure public safety, the park will be closed
to public access while the construction takes place. The project is expected to be completed by
early April.

Demolition of Existing Library/Beach Tag Facility and Conversion to Parking Lot –
The
schedule has been slightly revised from the previous project update; and demolition of the old
library facility is now anticipated to take place in April. Construction of the parking lot will
follow immediately afterwards. The completion of the parking lot will be prior to Skimmer
Weekend (June 16 and 17).
Lagoon Dredging
– On February 8, the City received bids for the project. Eight firms submitted
bids, with the apparent low bid being submitted by Wickberg Marine Contracting of Belford, NJ,
in the amount of $719,336.
Upon confirmation from the City Engineer that all required documentation is in order, the project
will be recommended for award at the February 14 City Council meeting. Following City
Council award of the project, the City will be notifying property owners who have expressed
interest in participating in the project to advise them of the particulars of the project.
The current plan for advancement of the project is as follows:
*Award contract for dredging at the February 14 council meeting
(contingent on receipt of bids within available funding).
*Dredging work permitted to take place from March through mid-May; and
Labor Day through November.
*No dredging work permitted mid-May through Labor Day.
The lagoons to be dredged are as follows:
Rio Grande (south side of 47th Place)
Rio Delle Stelle (between 46th and 47th Place)
Rio Delle Luna (between 45th and 46th Place)
Rio Del Amore (between 44th Street and 45th Place)
Rio Delle Isole (along Venicean Road)
Rio Del Barche (between 43rd Place and 44th Street)
Rio Del Affare (between 42nd and 43rd Place)
Rio Delle Ponte (along Park Road on either side of 43rd Place)
The project provides for the ability of private property owners adjacent to the project area to
enter into an agreement with the successful dredging contractor to dredge their private slips (at
the private owner’s expense).
Sewer and Road Reconstruction on Central Avenue (49th to 69th Street)
– NO CHANGE
FROM PREVIOUS UPDATE
- The project has been contracted to the firm of Lewandowski
Construction Industries, Inc., of Waterford, NJ. The project will be performed in two phases: the
first being from 49
th to 61st Street (prior to the 2012 summer season) and the second phase from
61
st to 69th Street (following the 2012 summer season). The project will rehabilitate or replace
the deteriorated underground sewer system, as well as provide for reconstruction of the entire
one-mile stretch of roadway. The first phase will start at 61
st Street and proceed northward to
49
th Street. Notices to residents affected by the project will be issued in advance of the work.
Utility Reconstruction on Landis Avenue (54
th to 69th Street)
– NO CHANGE FROM
PREVIOUS UPDATE -
This project has been contracted to F.W.Shawl & Sons of Marmora,
NJ, and will provide for water and sewer line replacement in advance of the County project to
resurface Landis Avenue from 54
th to 69th Street. The contractor is scheduled to start work
around March 1 and complete the project around mid-May.
Inflow and Infiltration (I & I) Remediation – NO CHANGE FROM PREVIOUS UPDATE
-
The firm of Video Pipe Services, Inc. of Newfield, NJ, is in the process of performing work
associated with internal repairs of sewer pipelines and manholes throughout the City. The need
for this work was identified over the past three years through a comprehensive investigation and
analysis of the City’s sewer system. Sewer systems are prone to both inflow (overland water
entering the sewer system through manhole covers and other surface openings in the system) and
infiltration (entry of groundwater into pipelines through cracks, deteriorated pipe, and pipe
joints). The effects of I & I are symptoms of deterioration of the sewer system that must be
corrected to avoid more problematic maintenance issues and potential failure of the sewer
system. I & I is also costly, in that the City must pay for the unnecessary treatment of water that
enters the sanitary sewer system. This is the first phase of a multi-year citywide sewer
maintenance and improvement project that will ensure the continued viability of the City’s vital
sewer infrastructure. The project is expected to be completed by March 2012.
Utility Reconstruction on Various Streets –
The City is embarking on a project to replace
deteriorated underground utilities (water and sewer) in several streets as part of its
comprehensive road and utility program. The following streets are currently being engineered
for utility work in order to put the project out to bid. The work will be completed in the spring,
with a summer hiatus, then fall completion. Following utility work, the streets will receive new
surface paving. The following streets are included in this project:

JFK Boulevard Reconstruction (Sea Isle Bridge to Landis Avenue)
– The County has been
working with the City for design of the project to reconstruct and reconfigure JFK Boulevard
from the Sea Isle Bridge to Landis Avenue. The project will include the addition of widened
sidewalks, decorative lighting, streetscape improvements and landscaping, and elevation of the
road surface (which will assist during times of flooding). The County Engineer and the design
engineering firm Urban Engineers will give a presentation on the JFK Boulevard project on
March 7, 2012, at 5:00 p.m., in the City Council Chambers. The County will contact by letter
owners of properties adjacent to the project. The purpose of the presentation is to help to ensure
that all are aware of the scope and impact of construction; and the timing of the project. The
County is currently working toward submission of final plans to the Department of
Transportation, in order to ultimately secure funding for this project so they can go to bid and
award a project for a fall 2012 construction start.

A Polar Bear Plunge Jitney Service will be available on Saturday, February 18, starting at
9:00 a.m. and running into the late evening. The Jitney will make stops along Landis Avenue,
JFK Boulevard and Park Road (Fish Alley). The fee to ride the Jitney will be $2 per person.

Commemorative Polar Bear Plunge Beach Tags will be on sale during 2012 Polar Bear
Plunge Weekend (not that you need a tag to take the plunge on February 18). The tags, which
can be purchased at the Beach Tag Office during plunge weekend, will serve as regular seasonal
beach passes for the summer of 2012. They cost $20 (the pre-season beach tag price) each and

February 19, 4:00 to 8:00 p.m., hosted by the Knights of Columbus and the Catholic Daughters

City. City Hall and other City buildings will be closed.
All curbside trash and recycling
collections will take place one day later than usual during the weeks of February 13 and
February 20.
So, if your normal collection day is Monday, your trash will be collected on
Tuesday. Tuesday pick-ups will take place on Wednesday, etc. (263-6000).

Registration for Sea Isle City Little League Baseball, Soft Ball and Tee-Ball will take place

The Sea Isle City Recycling Yard, located adjacent to the Sea Isle Bridge near the Municipal
Marina, is where you can drop-off trash and recycling after a weekend-visit to Sea Isle City
(without the worry of your trash cans blowing away in the wind). This winter, the Recycling
Yard is open on Saturdays and Sundays (10:00 a.m. to 4:45 p.m.) and Mondays and Fridays
(7:15 a.m. to 2:45 p.m.). No bulk trash or LP tanks will be accepted at the Recycling Yard. For
more information about Sea Isle’s trash and recycling regulations, phone 263-6000 ext. 14. Don’t
Forget: Recycling is mandatory in Sea Isle City!

March 2012 will mark the 50th Anniversary of the infamous Storm of ’62, and the Sea Isle
City Historical Society is in search of residents who have stories, photographs and artifacts from
that fateful event. If you were there – and you remember the helicopter evacuations and
buildings being washed-out to sea – perhaps you can add to the special presentations and onetime
displays and special events that are being planned to commemorate the storm in March.

Cape May County Engineers will give a presentation regarding Sea Isle’s future JFK
Boulevard Project (Landis Avenue to the Sea Isle Bridge) on March 7, 5:00 p.m. in City Council
Chambers, 233 JFK Boulevard. The purpose of the presentation is to ensure that the public is
aware of the timing, scope and impact of this project. It is anticipated that work will begin in the
fall of 2012.

E-NEWSLETTER From the City of Sea Isle City October 6, 2011 MAYOR'S MESSAGE: I would like to congratulate the members of the Sea Isle City Chamber of Commerce/Revitalization on the success of this year's Harborfest celebration, which took place on October 1 at Sea Isle's Marina Park. It was a great day that obviously required a tremendous amount of effort from SICCCR volunteers, and everyone's hard work really paid off!
If you missed Harborfest or any of the other autumn events that have taken place here in Sea Isle City, you still have time to participate in a variety of festivals and activities that are coming our way in the weeks ahead. For example, this Saturday, October 8, will begin with the Charlotte Moretti Race for the Cure 5K Run and Walk at 9:00 a.m. on the Promenade, a yearly event hosted by our local AARP members that benefits the Susan G. Komen *** Cancer Foundation. Sea Isle's 4th Annual Italian Festival and 21st Annual Columbus Day Parade will take place this Saturday as well - and both will offer plenty of family entertainment. The Columbus Day Parade is always a treat, and the Italian Festival, located at KIX-McNutley's on 63rd Street, will feature several new attractions, including an exciting cannoli-eating contest and professional cooking demonstrations.
Also this weekend, the members of Save Our Strays will host their annual Cocktail Party Fund Raiser on Sunday, October 9, at 5:00 p.m. This delightful gathering will feature plenty of great food and many familiar faces, and all proceeds will help S.O.S. volunteers continue the good work they do in our community. Those interested in attending can phone 972-5887 for more information.
On Saturday, October 15, show Mother Nature that you care about the local eco-system during the Sea Isle City Environmental Commission's Annual Autumn Beach Clean-Up and Dune Grass Planting event, which begins at 10:00 a.m. in front of Excursion Park. Afterwards, when our beaches are clean and our dunes are strengthened with new plants, Mike's Seafood Restaurant on Park Road will donate a complimentary buffet luncheon for all of the event's volunteers, which shows the true spirit of giving that exists in our community. My thanks go to the members of the Environmental Commission and the Monichetti family (the owner's of Mike's Seafood) for their devotion to our beaches.
Later this month, don't miss Sea Isle's Annual Halloween Parade on Friday, October 21, and the Chamber of Commerce/Revitalization's Octoberfest celebration on Saturday, October 22 - both of which will offer plenty of family-fun and great photo-ops. Also on October 22, there will be an E.S.A. Surfing Competition on the 40th Street Beach, the Townsend Inlet Garden Club will host their annual Halloween Show and Costume Contest, and Bishop McHugh Regional School will hold a 5K Run and Walk on the Promenade - so don't think the fun is over this fall...it's actually just getting started! In closing, I would like to mention the large amount of positive feedback we have received concerning the August Police Report, which appeared in our September 22 E-Newsletter. It is easy to see from that report that the men and women of the Sea Isle City Police Department are diligently working to keep us all safe and that they deserve our continued support. Mayor Leonard C.Desiderio CITY COUNCIL'S MESSAGE: City Council wants to announce a joint-meeting with the Sea Isle City School Board and City Council, which will take place on Thursday, October 13, at 7:00 p.m. inside the Sea Isle City Public School, 4401 Park Road. The public is invited and encouraged to attend this meeting. The meeting's agenda will examine the current state of the school district, the state of the school's facilities and the financial challenges facing the School Board. There will be an opportunity at the end of the meeting for citizens to present comments and questions.

PROJECT UPDATES: North End and Downtown Beach Replenishment Program - The project is being administered by the State of New Jersey and includes the placement of sand for several areas of the beach on the entire island, including portions of Strathmere and Sea Isle City. Sea Isle's project area is from 1st to 15th and 30th to 52nd Streets. The total cost for Sea Isle's portion of the project will depend on the final amount of sand placed on the beaches. Based on the contract prices, it is expected that the cost for Sea Isle's beach-fill will be about $5,000,000. The work is expected to start in November and be completed by January of 2012.
Phase 2 of Excursion Park, Beach to Bay Corridor - This project involves streetscape improvements to the public corridor along JFK Boulevard from the Promenade to Landis Avenue, and widening of the sidewalks along each side of this corridor by 3 feet. The project has been advertised for construction bids, with an anticipated award of a contract at the October 25th Council meeting. The schedule is for work to proceed in November and be completed by May of 2012.
Demolition of existing Library/Beach Tag Facility and Conversion to Parking Lot - This project is currently under design, with demolition and construction bids scheduled to be received within the next three months. The work is expected to be performed during late winter and spring, in advance of the 2012 summer season.
Construction of Welcome Center Addition to the Community Lodge and Renovations of the existing Lodge facility and site - The project has been advertised for construction bids, with an anticipated award of a contract at the October 25th Council meeting. The schedule is for work to proceed in November, in order to complete the new Welcome Center and the Lodge renovations prior to Memorial Day, 2012. Work at the facility will be phased and performed in order to minimize the disruptions to activities scheduled to take place in the Lodge.
Improvements to Townsend Inlet Park - The existing ramps and decks will be rehabilitated in order to make access to the park and pavilion compliant with the requirements of the Americans with Disabilities Act. Design work is in progress, with advertisement for construction bids expected to take place within the next two months. Construction is planned to be performed over the winter in order to complete the project prior to the 2012 summer season.
Lagoon Dredging - Environmental and engineering work continues in order to secure permits from the Department of Environmental Protection. The project is expected to go out to bid by the end of the year in order to accomplish the dredging during the first quarter of 2012.
Public Library @ 48th and Central - The Grand Opening of the new Cape May County Public Library (which will also be the new home for the Sea Isle City Historical Museum) has been re-scheduled for November 15th at 1:00 p.m.
Sewer and Road Reconstruction on Central Avenue (49th to 69th Street) - The City is awaiting final approval from the U.S. Department of Agriculture (USDA) of grant and loan funding for the project. The City was informed that this project is the highest priority in the local USDA office and will be funded as soon as federal funds are released. The USDA informed the City that the funding from USDA for the project is expected to be 2.3 million dollars in low interest loans and $700,000 in grant funding. Based on this, the City administration anticipates that the project will be advertised for construction bids in October; with a resolution to award a construction contract expected to be presented to council at the end of November. This will allow construction to start by late December or January. The project will be performed in two phases: the first being from 49th to 61st Street (prior to the 2012 summer season); and the second phase from 61st to 69th Street following the 2012 summer season. The project will rehabilitate or replace the deteriorated underground sewer system, as well as provide for reconstruction of the entire one mile stretch of roadway.
Utility Reconstruction on Landis Avenue (54th to 69th Street) - This project will provide for water and sewer line replacement in advance of the County project to resurface Landis Avenue from 54th to 69th Street. Utility work is scheduled to be performed over the fall and winter, in order for paving to take place in the spring.
Inflow and Infiltration (I & I) Remediation - The firm of Video Pipe Services, Inc. of Newfield, NJ, has been contracted to perform work associated with internal repairs of sewer pipelines and manholes throughout the City. The need for this work was identified over the past three years through a comprehensive investigation and analysis of the City's sewer system. Sewer systems are prone to both inflow (overland water entering the sewer system through manhole covers and other surface openings in the system); and infiltration (entry of groundwater into pipelines through cracks, deteriorated pipe, and pipe joints). The effects of I & I are symptoms of deterioration of the sewer system that must be corrected to avoid more problematic maintenance issues and potential failure of the sewer system; and I & I is also costly, in that the City must pay for the unnecessary treatment of water that enters the sanitary sewer system. This is the first phase of a multi-year citywide sewer maintenance and improvement project that will ensure the continued viability of the City's vital sewer infrastructure. The project will start next week and is expected to be completed by March 2012.
Citywide Utility and Roadway Improvements - As part of the City's capital planning process, the administration has been working with the City Engineer to prioritize infrastructure needs for citywide roads and the underlying utilities. While the City has been systematically following an ongoing program of utility upgrades followed by roadway reconstruction for many years, an updated program for utility and roadway improvements has been developed based on review and analysis of the most current data available, and prioritization of the City's needs based on the condition of the approximately 27 miles of City streets, 5 miles of county roads, and 90 miles of water and sewer pipelines located under the streets. The proposed program was presented by the City Engineer at the September 27 council meeting. The program identified numerous streets and utility lines throughout the City that will be included in upcoming capital projects. The next step is to incorporate the proposed utility and roadway program into the City's overall capital plan, which will be reviewed publicly on October 25th at a City Council workshop. As the projects are reviewed and refined, we will inform you of the cost of these projects, the areas of the City where work will be occurring and the schedule for the work. I would like to congratulate the members of the Sea Isle City Chamber of Commerce/Revitalization on the success of this year's Harborfest celebration, which took place on October 1 at Sea Isle's Marina Park. It was a great day that obviously required a tremendous amount of effort from SICCCR volunteers, and everyone's hard work really paid off!
If you missed Harborfest or any of the other autumn events that have taken place here in Sea Isle City, you still have time to participate in a variety of festivals and activities that are coming our way in the weeks ahead. For example, this Saturday, October 8, will begin with the Charlotte Moretti Race for the Cure 5K Run and Walk at 9:00 a.m. on the Promenade, a yearly event hosted by our local AARP members that benefits the Susan G. Komen *** Cancer Foundation. Sea Isle's 4th Annual Italian Festival and 21st Annual Columbus Day Parade will take place this Saturday as well - and both will offer plenty of family entertainment. The Columbus Day Parade is always a treat, and the Italian Festival, located at KIX-McNutley's on 63rd Street, will feature several new attractions, including an exciting cannoli-eating contest and professional cooking demonstrations.
Also this weekend, the members of Save Our Strays will host their annual Cocktail Party Fund Raiser on Sunday, October 9, at 5:00 p.m. This delightful gathering will feature plenty of great food and many familiar faces, and all proceeds will help S.O.S. volunteers continue the good work they do in our community. Those interested in attending can phone 972-5887 for more information.
On Saturday, October 15, show Mother Nature that you care about the local eco-system during the Sea Isle City Environmental Commission's Annual Autumn Beach Clean-Up and Dune Grass Planting event, which begins at 10:00 a.m. in front of Excursion Park. Afterwards, when our beaches are clean and our dunes are strengthened with new plants, Mike's Seafood Restaurant on Park Road will donate a complimentary buffet luncheon for all of the event's volunteers, which shows the true spirit of giving that exists in our community. My thanks go to the members of the Environmental Commission and the Monichetti family (the owner's of Mike's Seafood) for their devotion to our beaches.
Later this month, don't miss Sea Isle's Annual Halloween Parade on Friday, October 21, and the Chamber of Commerce/Revitalization's Octoberfest celebration on Saturday, October 22 - both of which will offer plenty of family-fun and great photo-ops. Also on October 22, there will be an E.S.A. Surfing Competition on the 40th Street Beach, the Townsend Inlet Garden Club will host their annual Halloween Show and Costume Contest, and Bishop McHugh Regional School will hold a 5K Run and Walk on the Promenade - so don't think the fun is over this fall...it's actually just getting started! In closing, I would like to mention the large amount of positive feedback we have received concerning the August Police Report, which appeared in our September 22 E-Newsletter. It is easy to see from that report that the men and women of the Sea Isle City Police Department are diligently working to keep us all safe and that they deserve our continued support. City Council wants to announce a joint-meeting with the Sea Isle City School Board and City Council, which will take place on Thursday, October 13, at 7:00 p.m. inside the Sea Isle City Public School, 4401 Park Road. The public is invited and encouraged to attend this meeting. The meeting's agenda will examine the current state of the school district, the state of the school's facilities and the financial challenges facing the School Board. There will be an opportunity at the end of the meeting for citizens to present comments and questions.

A couple of weeks ago, Adam Joseph from ABC-6 made a series of live weather broadcasts from our new Entertainment Complex, and afterwards I heard from many people around the region who said how much they enjoyed seeing him "live in Sea Isle City." This summer, we have also spoken with reporters from many other television stations and news publications (including NCB-40, The Press of Atlantic City, The Philadelphia Inquirer and Metro Kids South Jersey Magazine) who have told everyone about Sea Isle's many attractions and events. Last week, I was even invited to participate in a live radio broadcast on Philadelphia's WCHE 15.20 AM, during which time I heard a variety of interesting comments and questions about the numerous activities taking place at our Band Shell, our successful public-private partnership with local business owners, and how people are enjoying themselves in Sea Isle City despite the challenging economy (thanks to our many free family events). Whenever I am asked how the summer is going, I am quick to respond with honest comments such as "Our island has never looked better!" "Sea Isle has more events taking place than ever before!" and "This really is our best summer yet!" The summer is indeed going well, and the weather has been near-perfect - if you like the heat. I am beginning to think that this may be the first time I was correct in predicting "four straight weeks with temperatures in the 90's" (something I do every summer in hopeful anticipation). But, no matter what the weather, there's no better place to be than Sea Isle City - especially when you consider the wonderful people who call this town "home" or "home away from home." And while speaking about the wonderful people of Sea Isle City, I would like to close by mentioning an upcoming event that I feel is a fine example of "what is right" in this town: The Annual Joe Distasio & Joe Romano Sr. Special Olympics Crabbing Competition on August 22. This year's competition, which is sponsored by the Sea Isle City Italian American Club and hosted by the members of the Yacht Club of Sea Isle City and the Townsend Inlet Yacht Club, will once again show the people of Sea Isle City at their very best as they volunteer their time and open their hearts to others. The competition welcomes County residents who have developmental disabilities and other mental and physical limitations, and each year I am greatly inspired as the Olympians remind each of us what good sportsmanship is all about - win or loose. I never tire of dealing with individuals who display such goodness of heart (both the Olympians and the volunteers) - and I am never more proud to be the Mayor of this fine City than on the day of the Special Olympics. I would like to thank all of this year's volunteers in advance and encourage everyone to make a donation to this worthwhile event. If you can't make a donation, please keep the Olympians in your heart on August 22 and be sure to count the blessings in your own life as you do so. Desiderio CITY COUNCIL MESSAGE: Our last council meeting on July 19 was very active, during which time we introduced seven new ordinances, three of which were bond ordinances. The first bond ordinance was for Beach Replenishment (for the north end and downtown beach areas, amounting to $5 million, of which we anticipate 75% in federal and state funding reimbursement). The next was a General Capital Funding Ordinance totaling $3.6 Million (major items are $1.4 million for phase two of Excursion Park, $550,000 for the construction of a Welcome Center at our Community Lodge, $350,000 for renovations to our existing Community Lodge, $350,000 for Lagoon Dredging, $150,000 for improvements to Townsend Inlet Waterfront Park and $500,000 for new City bulkheads). The third ordinance introduced was a Water and Sewer Utility Bond Ordinance for upgrading various utilities along Landis Avenue and other areas in anticipation for paving projects to take place next spring. Also introduced on July 19 was an ordinance that will provide free beach tags to all active duty military personnel and their families. This was in response to a change in State law that now allows each municipality to make an individual decision whether or not to offer free beach tags to active military members and their families. The last ordinance introduced on July 19 will allow the serving of alcoholic beverages at Excursion Park in a controlled manner and under special circumstances for non-profit organizations. This will allow us to highlight our Entertainment Complex and help fund future events for all to enjoy while still maintaining our family-friendly atmosphere. Second reading and public comments for these ordinances will be held at the next council meeting on August 9 at 10:00 a.m. All of these ordinances are available for review on the City website (visit www.seaislecitynj.us and click on the Government/City Clerk/Pending Ordinance tabs). On July 19, Architect Blane Steinman and Engineer Vincent Orlando made a presentation to Council and the public highlighting the plans for Excursion Park Phase 2 and Sea Isle's new Welcome Center. At Excursion Park, as part of our Beach-to-Bay Corridor Project, we will be adding street-scape improvements along JFK Boulevard (including widening the sidewalks, adding decorative lighting, the addition of an Information Kiosk, additional landscaping and other decorative amenities). After much discussion and investigation, the monies included in this bond ordinance for the Welcome Center construction are based on the fact that the Welcome Center will be a building-addition added to our existing Community Lodge, located at JFK Boulevard and Park Road. Also on July 19, we held a workshop to review proposed design standards for new commercial structures. There was a great deal of discussion with various individuals and we feel we now have enough data that will allow us to enter the ordinance drafting stage. It is anticipated that this proposal will be available in August for further discussion. PLEASE NOTE: The August 9 meeting has been changed from 6:00 p.m. to 10:00 a.m. due to scheduling conflicts. PROJECT UPDATES: Public Library at 48th and Central - The new Cape May County Public Library continues to move forward to completion. The major focus is on completion of the interior of the facility, with an anticipated September opening of the Library. In addition to the County Library, the City's History Museum will be housed within the facility. Stay tuned for notices on the Library's grand opening (please see photos below). 
 Marina Building - The exterior roof and wall panel construction is moving along, with completion of the building still scheduled for August. Upon completion, the building will provide much needed facilities for marina maintenance, operations and storage; and the building will also include greatly improved public restroom facilities (please see photo below).

North End Entrance - The City's Public Works Department has started construction of the new landscaping and welcome sign at the City's north end entrance from Strathmere. The project was designed in conjunction with the council beautification committee and will be performed completely with in-house forces. Solar/Wind Powered Lighting - The City, in cooperation with the South Jersey Economic Development District (SJEDD), is working on a pilot project to have solar/wind powered lighting installed on the promenade. If the project moves forward, the costs will be paid for with grant funding obtained through the SJEDD. The initial pilot project would involve placement of two light poles on the promenade (in locations where current street lighting is already in place). The picture below shows a potential style of light that could be used. The light fixture in the picture was temporarily placed to obtain data relative to sunlight and wind, in order to determine specifications for future placement on the promenade (please see photo below).

On July 19 the City Council introduced funding ordinances to advance several projects that are part of the city's capital plan. A public hearing on the ordinances will be held at the August 9 City Council meeting, after which Council will vote on adoption of these ordinances. There are three separate ordinances, as follows: 1. Providing for the north end and downtown beach replenishment program, in the amount of $5,000,000. The beach replenishment program involves the placement of sand between the north end and downtown, specifically 1st to 15th Street and 30th to 52nd Street. The total estimated quantity of sand to be placed is 430,000 cubic yards. The project is being done in partnership with the State Department of Environmental Protection and the community of Upper Township. 2. Providing for various general improvements throughout the City, in the amount of $3,600,000. The improvements include the following: A) Phase 2 of Excursion Park/Beach to Bay Corridor, which involves streetscape improvements to the public corridor along JFK Boulevard from the Promenade to Landis Avenue and widening of the sidewalks along each side of this corridor by 3 feet. B) Demolition of existing library/beach tag facility and conversion to parking lot. C) Construction of Welcome Center Addition to the Community Lodge and renovations of the existing Lodge facility and site (please see rendering below).
 D) Improvements to TI Park - The TI Park is in need of rehabilitation of the existing ramps and decks, specifically in order to make access to the pavilion compliant with the requirements of the Americans with Disabilities Act. E) Lagoon Dredging - Authorization of this ordinance will provide the necessary funds in order to go out to bid for the project and accomplish dredging in the late fall of 2011. The lagoons to be dredged are as follows: Rio Grande (south side of 47th Place) Rio Delle Stelle (between 46th and 47th Place) Rio Delle Luna (between 45th and 46th Place) Rio Del Amore (between 44th Street and 45th Place) Rio Delle Isole (along Venicean Road) Rio Del Barche (between 43rd Place and 44th Street) Rio Del Affare (between 42nd and 43rd Place) Rio Delle Ponte (along Park Road on either side of 43rd Place) F) Bulkheads - The City engineer has performed an overall assessment of bay-front and lagoon bulkheads. The bulkheads on the south side of 46th Place (about 100 ft. west of Park Road) and on the north side of 43rd Place (also about 100 ft. west of Park Road) are in the most need of replacement. 3. Providing for improvements to the water/sewer utility, in the amount of $2,000,000. The improvements include utility replacements (water and sewer) on 48th, 50th, and 51st Streets, all from Landis to the Promenade, and 60th Street, from Landis to Central Avenue. Also included is 42nd Street, from Landis to Pleasure. In addition, utility replacement work is needed to be performed in advance of the County project to resurface Landis Avenue from 54th to 69th Street.
